Comprehensive Residential Programming Service

The Massachusetts Department of Youth Services in Boston is seeking a vendor to provide comprehensive residential programming services for youth in the least restrictive settings available. The agency is attempting to reduce crime and enhance community safety by focusing on service locations that are geographically close to the families and supportive adults of the youth. The selected provider must consistently assess youth strengths, risks, and needs while improving residential environments and program services. The scope of work requires the provider to increase staff skill and consistency of practice through strong staff training efforts. The agency requires that each program be trauma-responsive, ensuring that the physical environment, values, staff approach, programming, and language are focused on meeting the needs of youth and families who have experienced trauma. Additionally, the programs must utilize a clinical framework approved by the Department and embrace a rehabilitative framework that provides youth with resources and opportunities for restoration and healthy community reintegration. The provider must also offer youth a financial safety net while they learn and practice independent living skills, supporting them in money management and personal savings progress. Eligible bidders must be located onshore within the United States, and the performance of the work will take place offsite. The agency is establishing a contract period of one year and is currently looking for proposals to determine the budget.
