Homelessness and Housing Administration Support Services

The government authority in Minnesota is seeking a vendor to provide homelessness and housing administration support services. The agency is trying to address housing instability by securing tenant-based rental assistance and housing relocation and stabilization services. The scope of work covers short-term and medium-term rental assistance for up to twenty-four months, as well as rental arrears when those arrears prevent an individual experiencing homelessness from obtaining permanent housing. The requested services also include financial assistance and stabilization support provided in conjunction with Emergency Solutions Grants or other tenant-based rental assistance. The vendor must administer financial assistance for rental application fees, security deposits, last month's rent, utility deposits, utility payments, and moving costs. Additionally, the agency requires housing search and placement, housing stability case management, legal services, and credit repair. Eligible bidders must be onshore organizations located within the United States. The agency requires all work to be performed offsite at the vendor's own office location. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost of the project.
