STOP (Services, Training, Officers, and Prosecutors) Violence Against Women Formula Grant Program Service

The Division of Criminal Justice Services in Albany, New York is seeking a vendor to provide services, training, officers, and prosecutors for the STOP Violence Against Women Formula Grant Program. The agency needs to improve the quality of the criminal justice system by providing resources and services that inform decision-making. Specific goals include reducing crime, recidivism, and victimization through the administration of federal and state criminal justice funds. The scope of work covers training sexual assault forensic medical personnel examiners in evidence collection, preservation, analysis, prevention, expert testimony, and trauma treatment. The selected provider must develop, enlarge, or strengthen programs addressing the needs of Indian tribes dealing with violent crimes against women, including sexual assault, domestic violence, dating violence, and stalking. The project also requires increasing support for sexual assault victim services, law enforcement response, and prosecution. Additional responsibilities include implementing police-based programs such as victim crisis units, victim advocates, victim registration and notification, and cellular phone or alarm services for domestic violence victims. The agency requires the provision of assistance to victims of domestic violence and sexual assault in immigration matters. The provider must also deliver culturally specific services and training to underserved communities. Only onshore organizations based in the United States are eligible to bid on this opportunity. Performance of the work may take place onsite in Albany, New York, or offsite. The agency is currently looking for proposals to establish the budget for this initiative. The contract period will run for one year. Bidders must submit all questions regarding this procurement no later than June 17, 2026.
