The agency requires a dedicated client-specific web portal featuring site-specific seven-day weather forecasts for up to three locations and an interactive weather mapping application with radar imagery, forecast graphics, and weather threat and alert layers. Real-time forecast and alert notifications must be delivered via email, SMS text messaging, and a smartphone application based on customizable alert parameters and trigger thresholds. The scope of work includes providing direct access to professional meteorologists on an as-needed basis for pre-event weather briefings, real-time consultation during active weather events, post-event support, and coordination support during significant weather incidents. The agency requires twenty-four-seven online chat, forum access, or direct communication with meteorologists, alongside historical archive and retrieval capabilities for past weather events, forecasts, and alerts. Bidders must describe onboarding, user training, ongoing technical support, and integration options with existing communication and notification platforms. The agency requires specific customizable alert trigger thresholds, including lightning within two to three miles, tornado touchdown within three to five miles, sleet events, freezing rain, and surface icing or winter weather impacts. Only onshore organizations based in the United States are eligible to bid on this opportunity. The selected contractor must perform all work onsite at the government authority facilities located in Houston, Texas.
