Stormwater Master Plan Study Service

The City of Lakewood, Colorado, is seeking a qualified vendor to provide stormwater master plan study services to address local drainage and flooding challenges. The selected partner will research and collect all necessary data to develop a comprehensive Stormwater Master Plan, which includes managing the project, hosting meetings, and maintaining project files. The agency requires the collection of drainage system GIS shapefiles, record plan drawings of relevant capital or development projects, the most recent LIDAR surface contours, and documented drainage concerns and locations. The agency needs a comprehensive hydraulic and hydrologic model that incorporates a fully dynamic 1D-2D rain-on-mesh and pipe network system. This model must simulate existing system performance under 5-, 10-, 25-, 50-, and 100-year design storm events to assess conveyance capacity, surface flooding, and potential surcharging conditions. Based on these findings, the provider must deliver recommended improvements to meet the requirements of the agency's storm drainage manual to a reasonable extent. The project also requires the development of an online portal that the public can access to better understand areas of flooding risk. This digital master plan must leverage web design, graphics design, ArcGIS Online integration, and data management expertise to create an interactive web experience. Only onshore organizations based in the United States are eligible to bid, and the performance of the work must take place onsite in Lakewood, Colorado. The agency is looking for proposals to establish the budget for this project. Bidders can submit their responses digitally via email or through an online portal. A pre-bid meeting is scheduled for June 16, 2026, and bidders must submit all questions no later than June 23, 2026.
