Home Energy Score (HES) Implementation System

The agency is seeking a vendor to provide a Home Energy Score implementation system and act as a remote service provider, or contract with one, to manage assessor onboarding, training, mentoring, and quality assurance. The selected vendor must launch information technology systems, including an application programming interface, to generate compliant scores and reports for single-family and semi-attached homes. These systems must host a public-facing online database of registered assessors, provide a repository for local data, and integrate scores with the Northwest Multiple Listing Service. The agency requires a customized report for the program and a remote mentoring procedure utilizing video-conferencing or photo-sharing software. Software developers must be able to license an application programming interface to link their tools to the scoring tool. The project covers a contract period of one year, and the performance of the work can occur onsite or offsite. Eligibility is limited to onshore organizations based in the United States. Bidders must submit proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget.
