RFI for Cloud-Based Matching Market Execution Software

The United States Army is seeking a cloud-based matching market execution software solution to assist program managers in assigning cadets to branches. The agency needs a flexible, efficient, and cost-effective method to execute and analyze multiple variations of its current cadet branching mechanism. This software must enable program managers with rudimentary statistical software skills, such as basic data analysis in Microsoft Excel, to easily run multiple iterations of the mechanism along three key dimensions. The requested scope of work requires the delivery of software or application code that can reasonably deploy within the agency's Amazon Web Service GovCloud environment. The software must feature a simple user interface that allows users to execute multiple variations of the branching mechanism with minimal training. Additionally, the solution must allow for continuous improvements to support a wider range of matching parameters or to potentially support other army labor markets in the future. This procurement is set aside entirely for small businesses. Eligible organizations must be based onshore within the United States. All work under this contract will be performed offsite, and the agency is currently looking for proposals to determine the budget.
