Enterprise Master Patient Index Solution

The agency is seeking a next-generation Enterprise Master Person Index solution to modernize and strengthen its identity management capabilities across the organization. This initiative aims to reduce reliance on manual data stewardship by automating identity resolution processes, which will improve operational efficiency, patient safety, and data integrity. The new system must provide seamless integration with existing clinical and administrative systems, enable real-time data exchange, and support a growing portfolio of digital health applications. The scope of work covers discovery and analysis of current Rhapsody data schemas, match rules, and integration points. The selected vendor must perform data migration to extract, transform, and load data from Rhapsody into the new system while preserving historic audit trails and merge histories. System integration requires re-establishing real-time interfaces with Epic, Avatar, and Q systems, alongside implementing data stewardship workflows and governance training. The project also requires configuring and fine-tuning matching algorithms specifically for a unique patient population characterized by a high volume of common names and transient populations. Deliverables include comprehensive knowledge transfer for IT administrators and data stewards, customized admin and steward playbooks for ongoing maintenance, and source-to-target mapping documentation between Rhapsody fields and the new solution. The agency also requires a post-migration data quality baseline report confirming match accuracy and duplicate resolution. Eligibility is restricted to onshore organizations based in the United States. The performance of all contracted work will take place offsite. The agency is looking for proposals to define the budget, and the resulting contract period will run for one year.
