RFI for Electronic Management System and Solutions

The issuing agency is seeking information regarding an electronic management system and solutions to support the secure intake, management, tracking, storage, retrieval, sharing, presentation, retention, and disposition of digital and physical exhibits and evidence associated with court proceedings. The requested system must support multiple file types, including documents, photographs, audio recordings, and video files, while providing workflow management, exhibit review, approval processes, and administrative functionality. Additionally, the agency requires user permission management, confidentiality protections, redaction capabilities, audit functionality, and integration capabilities with other court technologies such as case management systems, eFiling systems, public access systems, and databases. The scope of work covers cybersecurity, auditing, compliance, data governance, data ownership, data portability, retention, archival, disposition, backup, and disaster recovery capabilities. The agency is interested in cloud-hosted deployment options, system availability, resiliency, scalability, reliability, and compliance with accessibility standards, including applicable WCAG requirements. The information must also address implementation methodologies, project timelines, support models, training approaches, change management strategies, courtroom presentation capabilities, and vendor experience supporting judicial or highly regulated public-sector environments. Eligible respondents must be onshore organizations based solely in the United States. The designated work must be performed offsite at the vendor's own office location. The agency is currently looking for proposals to determine budget and pricing structures. All questions regarding this request for information must be submitted no later than June 16, 2026.
