The agency is seeking a vendor to provide agenda and minutes software to streamline its administrative meeting processes. To solve this need, the agency requires a high-level narrative of the key functionalities and differentiators of the proposed software system. The selected vendor must also provide a detailed explanation, work plan, and graphic view of the project timeline outlining each required task necessary for completion. The scope of work covers a narrative of the software development lifecycle, including how customizations and modifications are incorporated into the base product, testing before releasing to customers, maintenance, and secure coding practices. The agency requires details regarding the tools utilized for project management, environment management, and data migration, as well as a narrative description of the proposed system's approach to application programming interfaces. Additionally, the agency requires information on cyber security incident response, code management, software maintenance and support services, and the average timeframe that individual account managers remain assigned to their respective support clients. Bidders must be onshore organizations based solely in the United States to be eligible for this opportunity. The performance of the work may occur either onsite or offsite. The agency will disqualify proposals that utilize certain generative artificial intelligence systems as detailed in the solicitation. The agency is looking for budget proposals to cover a contract period of five years. Bidders must submit all questions regarding this opportunity no later than June 18, 2026.
