Customer Payment Service Solution

The issuing agency is seeking a fully hosted customer payment services solution to manage and process customer transactions. The agency needs to solve the problem of limited payment options and restricted account management by implementing a system with a customer service user interface and multiple access levels, including administrator and read-only roles. The requested solution must allow administrators to search for accounts by account number, service address, email address, and payment amount, as well as search for all processed and pending payment transactions in real time. The scope of work requires facilitating online and telephone Interactive Voice Response payments via ACH, credit card, debit card, pinless debit card, GooglePay, ApplePay, PayPal, PayPal Credit, and Venmo. The selected provider must partner with local retailers to accept cash payments and deliver real-time authorizations for all credit and debit card payments. The platform must support full and partial payments, autopay payment thresholds, linked account payments, payment failure email notifications, and unregistered mobile payments. Eligibility is restricted to onshore organizations based in the United States of America. The agency requires the performance of the work to be completed offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposal submissions to determine the budget.
