Home Energy Score (HES) Implementation System

The City of Seattle is seeking a vendor to provide a Home Energy Score implementation system and act as a remote service provider, or contract with one, to manage assessor onboarding, training, mentoring, and quality assurance. The agency requires software solutions to generate compliant scores and reports for single-family and semi-attached homes, as well as a repository for local data that integrates with the Northwest Multiple Listing Service. The selected vendor must also host and maintain a public-facing online database of registered assessors and develop a customized report for the program. The project allows for remote mentoring of candidate assessors through video-conferencing or photo and video upload software, and software developers may license an application programming interface to link tools to the scoring system. Bidders must be United States organizations to be eligible for this opportunity. The performance of the work can take place either onsite or offsite, and the agency accepts digital proposal submissions via email or online. The agency is looking for proposals to determine the budget for this initiative. The contract period will span one year from the date of award. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
