The agency is seeking a commercial off-the-shelf software-as-a-service solution for statewide vision screening data collection. This project aims to standardize the collection, reporting, and monitoring of vision screenings for all public-school students. The agency is trying to replace disconnected systems with one streamlined, user-friendly, centralized, cloud-based repository where vision screening results are securely stored. The scope of work covers a nurse-centric design that supports fast data entry, batch screening, standardized screening workflows, exception handling, and offline capability. The system must support offline screening functionality with secure synchronization, ensuring that all required validations, workflow controls, and audit logging remain enforced during both offline and online operation. Additionally, the system must track consent opt-in and opt-out preferences, support accessibility adjustments, and record both recommended and received treatments. The agency also requires the system to manage the full referral lifecycle, document all communication attempts, and potentially provide a secure parent portal for viewing screening results and submitting follow-up information. Bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be completed offsite.
