Enterprise Master Patient Index Solution

The issuing agency is seeking a next-generation Enterprise Master Person Index solution to modernize and strengthen its identity management capabilities across the organization. This new solution must provide seamless integration with existing clinical and administrative systems, enable real-time data exchange, and support a growing portfolio of digital health applications. The scope of work requires seamless, secure data exchange among Electronic Health Records and other third-party applications to improve interoperability and reduce manual data entry errors. The project covers discovery and analysis of current Rhapsody data schemas, match rules, and integration points, as well as data migration to extract, transform, and load data from Rhapsody while preserving historic audit trails and merge histories. System integration tasks include re-establishing real-time interfaces with Epic, Avatar, and Q systems, alongside implementing data stewardship workflows and governance training. The agency requires configuration of matching algorithms specifically fine-tuned for a unique patient population characterized by a high volume of common names and transient populations. Deliverables must include knowledge transfer through comprehensive training for IT administrators and data stewards, customized admin and steward playbooks for ongoing system maintenance, source-to-target mapping documentation between Rhapsody fields and the new solution, and a post-migration data quality baseline report confirming match accuracy and duplicate resolution. Bidders must be onshore organizations based in the United States. The performance of all contracted work will take place offsite. The agency has not disclosed a specific budget and is looking for proposals to define the cost. The contract period will span one year, and all questions regarding this opportunity must be submitted no later than June 16, 2026.
