RFI for Electronic Management System and Solutions

The issuing agency is seeking information regarding an electronic management system and solutions to support the secure intake, management, tracking, storage, retrieval, sharing, presentation, retention, and disposition of digital and physical exhibits and evidence associated with court proceedings. The requested solution must handle electronic submission, support multiple file types such as documents, photographs, audio, and video, and provide workflow management, exhibit review, and approval processes. Additionally, the system must include user permission management, confidentiality protections, redaction capabilities, audit functionality, and courtroom presentation features. The scope of work covers integration capabilities with existing court technologies like case management, eFiling, and public access systems through APIs or web services. The agency requires details on cybersecurity, data governance, data ownership, cloud-hosted deployment options, data portability, backup, and disaster recovery. The system must also meet scalability, reliability, and accessibility standards, including compliance with applicable WCAG requirements. Bidders must be onshore organizations based solely in the United States. The selected vendor must perform all work offsite at their own office location.
