RFI for Remote Public Access Solutions

The Mississippi Administrative Office of Courts is seeking information on remote public access solutions for court records, audio recordings, and information within district, chancery, and circuit courts. The agency is trying to solve the challenge of providing secure, user-friendly, and reliable access to authorized court records for the public, justice partners, private companies, and other authorized users. The desired solution must support statewide public search functionality, mobile responsiveness, and compliance with WCAG accessibility standards. The scope of work covers identity verification, user account management, payment processing capabilities, and cloud-hosted deployment options with high system availability. The agency requires integration capabilities with existing case management systems through APIs, web services, and data synchronization methods. The requested solutions must also address cybersecurity, auditing, public access governance, redaction capabilities, and protections against unauthorized data scraping or harvesting. Bidders must be onshore organizations based entirely in the United States. The agency requires the selected vendor to perform all work offsite at the vendor's own office location. The evaluation of submissions will focus on the vendor's ability to address implementation methodologies, project timelines, support models, training approaches, and change management strategies. The agency is currently looking for proposals to determine budget parameters and has not disclosed a set budget.
