Session Initiation Protocol (SIP) Trunking Services

The School District in Illinois is seeking proposals for Session Initiation Protocol (SIP) trunking services delivered over dedicated, carrier-managed transport networks across two distinct core locations. The agency is trying to establish a highly resilient voice routing infrastructure that operates entirely over an independent physical network transport layer terminating on vendor-managed edge equipment. To ensure security and performance, the agency strictly prohibits Over-the-Top (OTT) SIP services that run through the District's public internet circuits or touch external firewall configurations. The project scope covers the delivery of technical, E911, fax, and service level requirements across two specific data centers. The physical and signaling layer parameters require a one hundred percent dedicated, private physical carrier fiber circuit per data center location. The District will assume full internal operational responsibility for utilizing its internal network infrastructure, local switches, and internal routing protocols to carry local voice traffic from across its sixty plus distributed campus facilities back to the core data centers. The network environment must operate on an Active-Active Regional Routing matrix split uniformly by localized dialing paths for ingress, egress, and dynamic failover routing. Site One at the Educational Services Center will serve as the default primary termination point for 847 area code traffic, while Site Two at Kenyon Woods Middle School will serve as the default primary termination point for 630 area code traffic. The agency requires the work to be performed offsite, and the resulting contract period will run for one year. Eligibility is restricted to onshore organizations based in the United States. The agency has not disclosed a specific budget and is looking for proposals to determine pricing. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
