GIS Consulting Services

The Town of Castle Rock, Colorado, is seeking a qualified United States-based organization to provide comprehensive Geographic Information Systems consulting services. The agency needs to assess and stabilize its current GIS system, establish a governance framework with standard operating procedures, and secure ongoing managed GIS administration. This initiative aims to resolve integration issues between the agency's ArcGIS Online architecture and its OpenGov/Cartegraph asset management system. The scope of work requires a complete inventory of ArcGIS Online architecture, including service endpoints, licensing, user configurations, and administrative roles. The selected partner must catalog all hosted layers, feature services, web maps, and applications with metadata and ownership documentation. Additionally, the project covers diagnosing ArcGIS-to-OpenGov synchronization failures by identifying schema mismatches, domain conflicts, and attribute validation errors. For the governance phase, the agency requires a tiered GIS Governance Framework that defines roles, responsibilities, decision-making processes, and change control procedures. The service provider must author written Standard Operating Procedures for data creation, attribute standards, schema change management, version control, and publication workflows. The agency also requests standardized quality assurance and quality control validation workflows, complete with automated scripts or runbooks and quality metrics. Ongoing program management tasks include ArcGIS Online administration, user management, licensing, performance monitoring, and security configuration. The selected vendor must proactively monitor the ArcGIS-to-OpenGov synchronization, provide incident response, and configure ArcGIS Field Maps collection workflows. All work must be performed onsite at the agency's facilities in Castle Rock, Colorado, under a one-year contract. Eligibility is strictly limited to onshore organizations based in the United States.
