Ireland - Communications Advisory to Deliver an Integrated Public Relations, Digital Marketing and Social Media Campaign Service

The Land Development Agency of Ireland is seeking a communications partner to provide strategic advisory services and deliver an integrated public relations, digital marketing, and social media campaign. The agency needs to communicate the rationale for housing interventions, explain delivery challenges, and highlight community benefits while providing clear, accessible information to elected members, stakeholders, the media, and the public. This evidence-based communications approach must focus on housing need, delivery outcomes, and sustainable, energy-efficient homes that reduce living costs. The scope of work requires strategic advice, stakeholder engagement support, media relations, campaign development, content creation, and communications planning across various housing projects. The selected partner must build confidence through evidence and case studies while supporting informed decision-making through factual and balanced communications. The project covers key themes including modern construction approaches, innovative delivery models, responsible public investment, and housing delivery opportunities for fair rent. Eligible bidders must be onshore organizations based in Ireland with demonstrable experience in complex public sector projects, housing, infrastructure, regeneration, planning, development, or related sectors. Bidders must also possess a strong understanding of managing communications within politically sensitive and multi-stakeholder environments. The performance of the contract will take place offsite, and the agency is currently looking for proposals to determine the budget.
