RFI for Housing, Re-entry, and Supportive Services

The government authority in Phoenix, Arizona is seeking information to identify vendors capable of providing comprehensive housing, re-entry, and supportive services for homeless adult males released from custody, including individuals required to register as sex offenders. The agency is trying to solve the challenge of successfully reintegrating these individuals into the community by pairing structured housing with wraparound services. The desired approach includes emergency shelter, transitional housing, sober living, and permanent supportive housing options. The requested scope of work covers a housing stabilization continuum and a variety of supportive services. These services include case management, behavioral health support, substance use services, employment readiness, job placement, life skills development, and assistance in obtaining identification documents and public benefits. Responding vendors must describe their geographic service areas, current service capacity, eligibility requirements, and intake processes. Eligible respondents must be onshore organizations based in the United States. The agency requires the performance of the work to be conducted offsite. The authority is currently looking for proposals to determine the budget and has scheduled a pre-bid meeting for June 18, 2026.
