Inmate Commissary Software

The agency is seeking a vendor to provide inmate commissary software, kiosk-based commissary ordering, off-site order fulfillment, delivery of commissary, and related services. The requested software must track inmate dollars, inmate payroll, inmate debts, group charges for specified services, and inmate purchases and credits. The system must also possess the ability to balance monthly statements, merge inmate accounts with transactions and funds moved to a new master account, and transfer check files for a Positive Pay function. The software must allow county corrections personnel to broadcast messages to all inmates simultaneously and filter searches by paid and unpaid debt items ordered by inmates and housing locations, including searches by block, section, and cell. The agency requires the software to network to approximately twenty-five in-house computers located throughout the facility. The system must also integrate with the existing inmate telephone system software and front lobby kiosk provided by ICSolutions Access Corrections. Eligible bidders must be onshore USA organizations. The agency allows the performance of the work to be conducted onsite or offsite, and bidders can submit their responses digitally via email or online. The agency is looking for proposals to determine the budget, and bidders must submit all questions no later than June 22, 2026.
