The goal is to establish a modernized, compliant set of guidelines that align with current legal standards and organizational needs. The scope of work covers updating policies on classification and compensation, recruitment and selection, onboarding, probation, performance management, discipline, grievance, and separation. The selected provider must also update policies regarding benefits, leave, remote and hybrid work, workplace safety, fraud, drug-free workplace, confidentiality and records retention, technology use, social media, ethics and conflicts of interest, training and development, and supervisor tools. Additionally, the agency requires the development of an implementation plan encompassing communication, training, rollout sequencing, and change management support. The agency requires the delivery of a redlined version and a clean final manual, accompanied by an executive summary of changes and a compliance crosswalk mapping to authorities. The provider must draft clear, plain-language policy text, procedures, flowcharts, and checklists usable by managers and staff. The project also requires facilitating up to three stakeholder sessions with human resources, legal, executive leadership, and employee representatives, as well as conducting up to one public board presentation. Eligible bidders must be onshore organizations based in the United States. The agency expects the performance of the work to occur offsite. The agency is looking for proposals to determine the budget for this project, and bidders must submit all questions no later than June 19, 2026.
