The issuing agency is seeking a fully hosted customer payment services solution to modernize and streamline its transaction processing. The agency needs to solve the problem of managing diverse payment methods and user access levels through a single, secure platform. The requested scope of work covers a customer service user interface with multiple access levels, including administrative and read-only permissions. The system must allow users to search for accounts by account number, service address, email address, and payment amount. It must also track all processed and pending payment transactions in real time and allow the cancellation of pending, unprocessed payments. The agency requires the facilitation of online and telephone Interactive Voice Response payments via ACH, credit card, debit card, pinless debit card, GooglePay, ApplePay, PayPal, PayPal Credit, and Venmo. To accommodate cash-paying customers, the solution must partner with local retailers to accept cash payments. The platform must provide real-time authorizations for all credit and debit card payments, support full and partial payments, and allow customers to set autopay payment thresholds. Additionally, the system must enable payments to select linked accounts or all linked accounts at once, send email notifications for failed future payments, and allow mobile payments without account registration. Only onshore organizations based in the United States are eligible to bid on this opportunity. The selected contractor will perform all work offsite.
