Permit Management Software

The agency is seeking a vendor to provide permit management software and related professional services. The software must support permit tracking, digital plan check, inspection services, engineering review, code enforcement, workflow management, reporting, and related permit functions. The selected vendor will perform professional services including best practices guidance, training, project management, implementation, integration, and report development. The agency requires the software to be compatible with the latest ESRI software, which includes directly connecting and displaying agency feature services and integrating two-way with ArcGIS Online data. The system must support customized internal map interfaces of GIS data for both public applicants and internal staff. This interface must allow parcel-based and address-based searches, display related records, filter data, select data by attributes, export maps and data, and optimize travel routes for field staff. The software must automatically verify if a permit is within city limits using GIS boundaries and create GIS data as a point, line, or polygon if a permit is not located within a parcel. Secure, role-based access is required for external users, including outside plan review and inspection consultants, contract Fire district staff, Water district staff, and the public. The agency is contracting for a period of one year. Bidders must perform all work offsite and must be located onshore within the United States. The agency is accepting digital submissions via email or online. The agency has not disclosed a set budget and is looking for proposals to determine the cost.
