Field Test Scoring Services

The California government authority is seeking a vendor to provide field test scoring services, specifically conducting calibration for items developed by Smarter Balanced and field tested. The project addresses the need for comprehensive project management, data preparation, calibration, independent validation, and data delivery. The selected supplier must engage content experts, including Smarter Balanced staff, to conduct rubric validation and confirm that draft rubrics are accurate and sufficient. For hand-scored items and field-test performance task items in both ELA and Mathematics, the agency requires the delivery of student responses for the preparation of range finding materials. The supplier must prepare data files containing de-identified student response data, matching operational student responses and scored field test responses in a complete file suitable for psychometric analysis. These files must be transmitted to Smarter Balanced using an Amazon Web Services-hosted database environment. The scope of work includes merging field test data from participating states, which may require additional system configurations to support the merging and scoring of data from multiple sources and vendors. The underlying assessments are administered online using a platform that supports technology-enhanced item types and computer adaptive testing. Eligibility is strictly limited to onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget.
