Comprehensive Inmate Communication System

The County is seeking a comprehensive inmate communication system to modernize and streamline services across its detention facilities. The system must integrate telephone services, electronic messaging, commissary services, mail processing, and tablet-based solutions into a secure, reliable, and user-friendly platform. Through this procurement, the County aims to enhance communication between inmates and approved contacts while maintaining compliance with all applicable regulations and security standards. The scope of work covers the delivery of fully integrated services, ongoing support, maintenance, and training. The requested solution must include inmate telephone services with monitoring and recording capabilities, secure inmate tablet services, video visitation functionality, electronic messaging, mail management services, and data retention and reporting tools. Additionally, the project requires data migration of historical records, the transition of inmate accounts and balances, the secure transfer of communication systems, real-time monitoring tools, and 24/7 customer support. Eligible bidders must be onshore organizations based in the United States. The performance of the work will be conducted offsite, and bidders must submit their proposals digitally via email or online. The County is looking for proposals to determine the budget, and the resulting contract period will be for one year. All questions regarding this procurement must be submitted no later than July 3, 2026.
