Barcoding Solutions

The agency is seeking barcoding solutions to establish standardized, scalable, and technology-enabled processes that improve asset lifecycle management, streamline warehouse operations, and enable accurate, timely decision-making. This solution will replace existing legacy barcode scanning tools and introduce updated hardware, cloud-based software, and integrated workflows to support asset tagging, validation, inventory execution, and reconciliation processes. The requested scope includes the required hardware and licensing of cloud-based software, with the potential to operate using mobile, web-based devices in place of other hardware. The system must generate barcode labels at the point of receiving, read existing barcodes based on asset records, and update asset information as needed. The software must capture asset details such as serial number, location, and custodian department, while providing real-time validation of scanned assets against Oracle Fusion as the system of record to automatically update asset lifecycle status and metadata. The selected vendor must plan and conduct a site visit to assess the compatibility of the new application with existing scanners and barcode printers, as well as evaluate requirements for new scanners. The agency requires the procurement and deployment of seventy scanners capable of operating with or without Wi-Fi connectivity for physical inventory. The vendor must also provide and configure twenty printers to be placed in receiving locations, specifically Dulles, CTF ELES, CTF Overhaul, MSS, Greenbelt, Andrews Overhaul, Brentwood, Alexandria, and Digital Modernization. All provided hardware and software must be configured to link to Oracle FA for barcode lookup and must be fully compatible with Oracle Cloud and the Oracle Fixed Asset module. Only onshore organizations based in the United States are eligible to bid on this opportunity. The selected vendor must perform all work offsite at their own office location. The agency is currently looking for proposals to determine the budget for this project. All questions regarding this opportunity must be submitted no later than June 16, 2026.
