RFI for Human Capital Management Software

The agency is planning the modernization of its Human Capital Management software platform, which currently relies on Oracle PeopleSoft and several peripheral systems and custom modules. The project covers core human resources, payroll, and recruitment functions. Because of the scale of this change, the agency requires specialized implementation expertise to transition from the legacy systems. This Request for Information seeks market input on implementation approaches, high-level costs, and phasing. The agency wants to identify cost drivers and areas where experienced implementers can bring structured methods and benchmarks. Specifically, the agency is seeking to determine market interest, obtain information on new technologies, gather high-level cost estimates for budgeting, and identify key factors for future business requirements. Eligible respondents must perform the work offsite and must be located onshore within Canada. The agency is establishing a contract period of one year for this initiative. Respondents must submit all questions no later than June 22, 2026, and may submit their final responses digitally via email or online.
