Comprehensive Inmate Communication System

The County is seeking a comprehensive inmate communication system that integrates telephone services, electronic messaging, commissary services, mail processing, and tablet-based inmate solutions for its detention facilities. The agency needs to modernize and streamline inmate services through a secure, reliable, and user-friendly platform that enhances communication between inmates and approved contacts. This solution must maintain compliance with all applicable regulations and security standards while delivering ongoing support, maintenance, and training. The scope of work requires a system that includes, at a minimum, inmate telephone services with monitoring and recording capabilities, secure inmate tablet services, video visitation functionality, and electronic messaging. The agency also requires mail management services, data retention and reporting tools, and real-time or near real-time monitoring tools across all communication platforms. Additionally, the project covers data migration of historical records, the transition of inmate accounts, balances, and communication access, and the secure transfer and configuration of messaging, tablet, and electronic communication systems. Bidders must be onshore USA organizations to be eligible for this opportunity. The agency expects the performance of the work to be conducted offsite, and bidders must provide twenty-four-seven customer support. Proposals must be submitted digitally via email or online, and the agency is currently looking for proposals to determine the budget. The contract period for this project will be for one year.
