Senior Developer Architect Services

The government authority located in British Columbia is seeking senior-level solution architecture and hands-on development capabilities to design, build, and implement enterprise-grade solutions supporting regulatory and operational systems. The selected vendor must lead the design and implementation of end-to-end solution architectures, delivering production-grade code and maintaining ownership from architecture through implementation. The agency requires the delivery of incremental, production-ready solutions, collaborating across development and operations teams to ensure systems are observable, supportable, and aligned with enterprise standards. The scope of work includes designing and implementing services, APIs, and event-driven solutions to enable scalable, resilient integration across legacy and modern platforms. The agency needs the vendor to develop and optimize integration and data pipelines, including REST/SOAP services, Kafka-based streaming, and architectures aligned to schema and contract management practices. Additionally, the vendor must build and extend platform capabilities through custom development, including Java-based extensions such as Keycloak SPIs and Debezium connectors, when off-the-shelf solutions are insufficient. The project also requires configuring and optimizing platform, API management, and security components, including OpenShift, API gateways, identity protocols like OIDC and OAuth2, and TLS-secured communications. Eligible bidders must be onshore organizations located in Canada only. The agency permits the performance of the work to be conducted offsite.
