Police Cellular Mobility Service

The Timmins Police Service, located in Waterloo, Ontario, requires a new corporate cellular mobility account to support its law enforcement operations. The agency is seeking a vendor to provide reliable cellular mobility services, dedicated account management during Eastern business hours, and self-service administration portals. This procurement aims to establish secure, high-priority communication channels and robust data access for police personnel. The scope of work covers the setup and ongoing management of the corporate account, including a web-accessible billing portal with at least three billing accounts and a management portal with at least three administrator accounts. The agency requires negotiated pricing for service plans and devices that remains valid for a three-year cycle, even though the initial contract period is for one year. The requested services must support both Voice and Data activations as well as Data Only activations. For Voice and Data devices, the agency requires unlimited Canada-to-Canada and Canada-to-USA voice calls with no long-distance fees, alongside unlimited Canada and USA messaging. The data plans must feature true unlimited data access with no throttling, no caps, and no pooled data, running on a minimum of a 5G network supported by Bell, Telus, or Rogers for Verkada devices. Additionally, the services must include permanent static assigned public IP addresses, voice and data network priority for public safety traffic, visual voicemail, voicemail-to-text, and pay-per-day international roaming. Eligible bidders must perform the work offsite and must be located onshore within Canada. The agency is looking for proposals to determine the budget and has set the initial contract period for one year. Bidders must submit pricing that accommodates the specified technical requirements and the three-year pricing commitment.
