The agency needs to evaluate its land, real estate, and existing or potential revenue-generating enterprises to identify strategic, market-aligned opportunities. The scope of work requires an inventory and assessment of existing tribal assets and properties, including a performance review of current revenue-generating assets and the identification of underutilized or repositionable properties. The selected contractor must conduct a regional and sector-specific market analysis to identify viable development opportunities, demand and supply dynamics, and competitive positioning. Additionally, the project covers an analysis of land-use constraints, including zoning, regulatory, jurisdictional, environmental, and cultural factors, alongside an assessment of access, utilities, and infrastructure capacity. The agency is requesting the development of multiple phased strategic scenarios, ranging from conservative to aggressive, that align with market timing, infrastructure readiness, and capital availability across the portfolio. Eligible bidders must be onshore organizations based in the United States, and the performance of the work must take place onsite in Coos Bay, Oregon.
