Baggage Handling System Controls Upgrade

The Clinton National Airport in Little Rock, Arkansas, requires a complete upgrade of its baggage handling system controls. The agency is seeking to replace its existing Allen Bradley Programmable Logic Controllers and transition its communication network from ControlNet/DeviceNet to EtherNet/IP. This project aims to modernize the airport's baggage infrastructure and establish a fully upgraded upper-level system to support the new controls environment. The scope of work covers the procurement and installation of all controls equipment, programming, software, and field devices. The selected contractor must replace motors and other field devices as necessary to ensure seamless integration with the new EtherNet/IP network. Although the agency is looking for proposals to define the budget, the performance of the programming and software work will take place offsite. Eligibility is strictly limited to onshore organizations based in the United States. The agency has scheduled a mandatory pre-bid meeting for June 24, 2026, which prospective bidders must attend to remain eligible. All inquiries and questions regarding the project requirements must be submitted to the agency no later than June 29, 2026.
