Water Treatment Plant Facility Master Plan and Emergency Operations Plan Service

The Project 7 Water Authority in Montrose, Colorado is seeking a contractor to develop a water treatment plant facility master plan and an emergency operations plan. The agency needs to project necessary capital projects over the next fifty years to meet anticipated maintenance, capacity, regulatory, and resiliency requirements. Additionally, the agency aims to identify near-term operational vulnerabilities in its existing infrastructure and emergency backup systems, and to formalize emergency operational plans for adoption by its member entities. The scope of work requires reviewing existing facilities through design studies, as-built documents, record data, and field investigations. The contractor must identify potential regulatory changes that could impact facilities and prepare planning-level cost estimates for all recommended infrastructure improvements. The agency will provide existing studies, GIS data, SCADA data, and other relevant information, and will review and provide consolidated written comments on draft deliverables. Eligibility is limited to onshore organizations based in the United States. Work may be performed either onsite or offsite. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. A mandatory pre-proposal site walk will take place on June 22, 2026. Bidders must submit all questions regarding the solicitation no later than July 13, 2026.
