Comprehensive Plan Update Services

The Town of Eaton, Colorado is seeking a qualified vendor to provide comprehensive plan update services. The updated plan will serve as the primary long-range policy guide for land use, growth, housing, transportation, parks and open space, downtown, infrastructure, economic development, community character, resiliency, and implementation. The agency needs to solve long-term planning challenges by establishing a strategic growth element and a water supply element within the updated framework. The scope of work requires the creation of a project schedule, an engagement plan, a plan integration summary or matrix, and an existing conditions and key issues summary. The selected vendor must also deliver community engagement summaries, an updated vision, goals, and policy framework, a future land use and growth framework, and both draft and final comprehensive plans. Additional deliverables include an implementation strategy or matrix, presentation materials for public meetings, the planning commission, and the board of trustees, GIS files for maps, editable source files, and an ADA-accessible PDF. The agency requires all performance of the work to be conducted onsite. Eligibility is restricted to onshore vendors located within the United States. Bidders must submit their responses digitally via email or online, and the agency is currently looking for proposals to determine the budget. The contract period will run for one year.
