The agency needs to establish the authenticity, composition, and fair market value of these items while maintaining strict chain-of-custody procedures. This initiative will solve the problem of cataloguing, valuing, and preparing seized or abandoned assets for public sale. The scope of work covers inventorying, cataloguing, and photographing items, as well as assigning tracking references to each envelope and its contents. For jewellery, the selected provider must identify materials, distinguish costume jewellery from valuable items, note collectible or designer pieces, and deliver written appraisal reports. For foreign currency, the provider must identify the country of origin, determine if the currency is current or obsolete, convert values to U.S. currency, identify numismatic value, and provide written valuation documentation. Bidders must be located onshore within the United States to be eligible for this opportunity. The selected contractor must perform all appraisal work onsite at the agency facility in Atlantic, New Jersey.
