Comprehensive Community Plan Update Service

The Town of Hopkinton, Rhode Island, is seeking a qualified vendor to prepare a full update of the town comprehensive community plan. Rhode Island state law requires every municipality to update its comprehensive plan at least once every ten years. The town needs this update to satisfy all statutory and Statewide Planning Program requirements for plan content, rendering the final document suitable for submission to the State for certification. The selected consultant must obtain, compile, and update all data necessary to complete the plan update, including demographic, land use, housing, transportation, environmental, and economic data. The scope of work also requires the development and implementation of a public engagement program sufficient to ensure meaningful community participation throughout the process. Additionally, the town requires the delivery of all GIS data, map files, and electronic source files in formats compatible with ESRI ArcGIS and Microsoft Office, alongside web content suitable for posting on the town's existing website. The town is open to a document structure that best serves clarity, usability, and state compliance, meaning the consultant does not need to follow the organizational structure or format of the current plan. Eligible bidders must be onshore organizations based in the United States. The town requires a multidisciplinary team with demonstrated expertise across the full range of comprehensive plan elements, including land use, housing, transportation, economic development, and natural resource protection. The performance of the work will take place offsite. Bidders must submit any questions regarding the opportunity no later than June 19, 2026. The town is currently looking for proposals to establish the budget, and bidders can submit their responses digitally via email or online.
