Economic Development Consultant Services

The Salt Lake County government authority in Utah is seeking to expand its existing pre-qualified pool of firms to provide economic development consultant services. The agency requires expertise in development finance, research, and stakeholder engagement to support various county initiatives. The selected consultants will evaluate the need for County property tax participation in tax increment financing proposals by reviewing financial materials and benchmarking returns against national, regional, and local comparables. The agency also requires economic development consulting for other County agencies and the Mayor’s Office on an as-needed basis for development finance projects. These projects include the development of County-owned property and participation in public-private partnerships. Only onshore organizations based in the United States are eligible to apply for this opportunity. The selected contractors must perform all work offsite at their own office locations. The agency is currently looking for proposals to establish the budget for these services. Bidders must submit all questions regarding this opportunity no later than June 17, 2026.
