Sponsored Programs Lifecycle Assessment Service

The issuing agency is seeking a qualified higher-education research administration vendor to conduct a comprehensive, high-level assessment of sponsored programs activities across the full lifecycle of externally funded projects. The selected vendor must assess the effectiveness of proposal development specialists in supporting concept development, sponsor alignment, and proposal planning. Additionally, the agency requires a review of the tools, templates, and processes used to support early-stage proposal development. The project scope also covers the evaluation of negotiation workflows, including turnaround times and escalation pathways. The vendor must evaluate processes for account setup, budget loading, and communication of award conditions to identify opportunities to improve timeliness, accuracy, and clarity. Finally, the agency requires an assessment of active award management and cross-unit coordination and communication. Only onshore organizations based in the United States are eligible to bid on this opportunity. The performance of the work may take place either onsite or offsite. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost. All questions regarding this procurement must be submitted no later than June 15, 2026.
