Wildfire Response Plan Development Services

The Lac Du Flambeau Band of Lake Superior Chippewa Indians in Wisconsin is seeking a vendor to develop a comprehensive wildfire response plan. The tribe needs to identify priority mitigation projects that will reduce wildfire risk to life, property, and critical infrastructure. This initiative aims to establish a clear implementation roadmap with funding pathways, partner roles, and near, mid, and long-term projects to protect the community. The requested scope of work covers mapping services utilizing software and programs acceptable to the tribe, including all applicable subscriptions and licenses necessary for product delivery. These maps must feature layered data delineating wildland and population area interfaces, treatments, wildfire history, water supply gaps, and evacuation routes. The vendor must deliver GIS data in the form of shapefiles, geodatabases, metadata, and PDFs, alongside public-facing brochures and fact sheets for residents. The project also requires a monitoring and evaluation framework that includes retreatment schedules for one, three, and five years, as well as specific metrics for review. Eligible bidders must be located onshore within the United States, and the selected vendor must perform the work onsite in Lac Du Flambeau. The tribe is looking for proposals to determine the budget, and bidders must submit their responses digitally via email or online.
