Claim and Digital Forms System

The Department of Education and Skills, acting as the Contracting Authority, is seeking a Software as a Service (SaaS) claim and digital forms system to replace and enhance the functionality of its existing claim system. The agency intends to solve problems related to manual work, paper processes, and data re-keying by automating transactions and routine notifications, particularly for generating and processing claims. Through this procurement, the agency aims to standardize systems, processes, and reporting on a common platform while improving the accuracy of hours and payroll data. The scope of work covers the supply, hosting, installation, migration, configuration, customization, testing, commissioning, documentation, training, and ongoing maintenance and support services for the SaaS platform. The selected provider must deliver systems support including training and a helpdesk, user access management, and workflows to streamline processes and notify users of required actions. Additionally, the system must manage recruitment, enable the raising and approval of new or amended contracts, facilitate second-level approval for part-time claims, maintain a detailed audit trail, and generate activity reports. The system must integrate seamlessly with the standardized shared services Education and Training Board (ETB) HR and payroll system as well as school and college Management Information Systems (MIS). Bidders must ensure the solution delivers an excellent user experience, drives high adoption rates, and maintains strict regulatory compliance. Eligible bidders must be onshore organizations based in Ireland. The performance of the requested work will take place offsite.
