Prepaid Card Services

The City of Los Angeles is seeking a comprehensive, scalable commercial prepaid card solution to facilitate the disbursement of subsidies, benefits, and funds to the public. The agency needs to solve the logistical challenge of distributing public funds efficiently across a wide variety of current and future programs offered by various city departments. The solution must consist of prepaid card accounts and associated debit cards, supported by the necessary infrastructure for city-wide utilization. The scope of work requires the contractor to provide instant-issue cards, personalized cards, and virtual cards. Instant-issue cards must consist of a supply of non-personalized, un-customized cards that the city and its partners can store securely for immediate, on-the-spot distribution. Personalized cards are required to ensure card security and facilitate account management, while virtual cards must offer the option for electronic provisioning and digital use. The agency also desires the option to include city branding, logos, or program-specific designs on the cards. The selected provider must manage program administration, disbursements, financial capabilities, card access, data tracking, reporting, controls, and customer service. Eligible bidders must be onshore organizations based in the United States. The contractor will perform the work offsite over a contract period of five years. The agency is looking for budget proposals to determine the cost of the services. Bidders must submit all questions no later than June 23, 2026. The agency will hold a virtual pre-bid meeting on July 8, 2026.
