RFI for Countywide Enterprise Electronic Document Management System

The agency is seeking information for a countywide enterprise electronic document management system capable of supporting the full lifecycle of records across a diverse set of departments, operational units, and public-facing services. The agency needs to manage large volumes of documents originating from historical paper records, scanned images, born-digital files, and legacy systems. This system must support the creation, enforcement, and evolution of metadata standards, while also providing system-wide reporting, analytics, and insight generation to help departments understand usage patterns, assess policy compliance, identify workflow bottlenecks, and plan resources. The scope of work covers comprehensive support for a wide variety of document and image formats, including large or complex files. The requested system must feature automatic optical character recognition, full-text search, flexible metadata models, and advanced search capabilities drawing on both content and metadata. Additionally, the agency requires strong governance and security controls, compliance-ready features for protecting regulated information, configurable workflows for departmental routing, retention policy enforcement, bulk processing, system migration support, duplication cleanup, and secure external sharing. Eligible respondents must be onshore organizations based in the United States. The agency is requesting that all work be performed offsite. The agency has not disclosed a specific budget and is looking for proposals to determine pricing structures.
