The government authority located in New Castle, Delaware is seeking a vendor to provide grant application services. The agency needs to serve communities with concentrated poverty, rural communities, tribal communities, and historically underrepresented and underserved individuals. These target populations may include people of color, immigrants, refugees, people with disabilities, LGBTQIA+ individuals, people with arrest or conviction records, and religious minorities. The scope of work requires implementing programs for or expanding access to high-quality youth mental health and substance use recovery services, as well as preparing members to enter behavioral health careers. These efforts may include individuals with lived experience with substance use and mental health challenges to support youth mental health efforts and continued work on the opioid epidemic. The agency also wants to focus on improving the quality of life for veterans, active-duty members of the armed forces, and their families by recruiting veterans, military spouses, and their older children into national service. Additionally, the project covers supporting civic bridgebuilding programs and projects to reduce polarization and community divisions, alongside providing training in civic bridgebuilding skills and techniques to members. The selected vendor must provide benefits to members aimed at enhancing member experience and bolstering member recruitment and retention, such as paying more than the minimum living allowance, transportation, housing, and food. To be eligible for this opportunity, bidders must perform the work onsite and be located onshore within the United States. The agency is looking for budget proposals to determine the cost of these services. The contract period will run for one year.
