Feasibility Analysis Service

The Utah government authority is seeking a vendor to conduct a comprehensive feasibility study evaluating alternative models for the provision of municipal services. This analysis must address operational, fiscal, and administrative considerations to help the agency determine the most viable service delivery methods. The selected provider will identify and evaluate all legally available and reasonably anticipated municipal revenue sources and associated expenses, covering both recurring and non-recurring costs. The scope of work requires the analysis of multiple service delivery scenarios, including the continued provision of services, direct provision of services by the City, and hybrid or contractual models combining City services with interlocal agreements or third-party providers. The agency requires the identification and evaluation of start-up, transition, operational, capital, and overhead costs associated with each scenario. This assessment must project long-term fiscal sustainability over a multi-year horizon of no less than five years. The project also involves identifying material legal, operational, financial, and governance risks and constraints for each service delivery option, alongside developing potential mitigation strategies. Eligible bidders must be onshore entities located within the United States. The agency expects the performance of the work to occur both offsite and onsite over a contract period of one year. The agency is looking for proposals to establish the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 24, 2026.
