The agency is seeking information on legal research platforms to support its legal research needs. The agency requires a hosted, fully supported, and secure online interface that provides real-time data access. The solution must include mechanisms for continuous data collection, updates, and data accuracy. The scope of work covers advanced search capabilities such as Boolean operators, natural language searching, citation searching, topic or key number searching, and headnote searching. The platform must also feature a citator service that verifies if cases are still good law, provides visual indicators of case treatment, and links to citing references. Requested export and delivery options include printing with batch delivery, downloading in multiple formats like PDF and Word, emailing, and saving documents to folders within the system. Eligible contractors must act as the main service provider without utilizing subcontractors or third parties. Contractors must also possess a minimum of three years of experience within the last five years in providing this specific service. All performance of the work must occur offsite within the United States. The agency is planning for a contract period of one year. Bidders must submit responses digitally via email or online, and the agency is currently looking for proposals to determine the budget.
