Third-Party-Hosted Controlled Unclassified Information Solution

The issuing agency is seeking a secure, third-party-hosted Controlled Unclassified Information (CUI) enclave and associated managed compliance services to support research projects. The agency needs a fully managed, scalable, and compliant research environment capable of supporting secure collaboration, software development, modeling and simulation, artificial intelligence and machine learning development, digital engineering activities, and the storage and processing of CUI. This solution must integrate with the university's existing cybersecurity, identity management, research computing, and compliance programs while minimizing the administrative burden on faculty, researchers, and support personnel. The scope of work requires a solution that initially supports fewer than twenty users but is architected to scale to support multiple research centers, projects, laboratories, principal investigators, visiting researchers, student researchers, and future federally sponsored research programs without requiring substantial redesign. The agency intends for this long-term strategic solution to serve as the foundation for future sponsored research activities requiring CUI handling and compliance. Performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States of America only.
