Cloud-Based Client Management Software

The agency is seeking a cloud-based client management software system to support programs that are not funded with state multi-fund grants. The system must allow the agency to define business rules, validations, required fields, and conditional logic. It must also include AI-assisted tools for data validation and duplicate detection, subject to agency policy, alongside a self-service client portal for appointments, document uploads, and status updates. The scope of work requires a centralized data repository with field-level customization, metadata, a form builder, and data validation for format, range, referential integrity, and deduplication. The software must track time, units of service, rate schedules, service codes, and payer rules, while supporting secure document upload, versioning, tagging, retention, legal holds, and e-signatures. Additionally, the platform must support outcome measures, longitudinal tracking, and configurable workflows for intake, eligibility, assessment, service planning, approvals, referrals, follow-ups, and case closure. The selected vendor must configure the workflows, forms, roles, and data model according to agency requirements and provide API integration capabilities as needed. The project covers data migration planning, mapping, extraction, transformation, loading, validation, and reconciliation. The agency also requires go-live and stabilization support, a cutover plan, knowledge transfer, ongoing support, upgrades, Service Level Agreements, and roadmap transparency. Bidders must be onshore organizations based in the United States of America to be eligible for this opportunity. The performance of all contracted work will take place offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget. The contract period will run for a duration of one year.
