The Maryland State Department of Education Youth Development Branch is seeking peer reviewers to read, score, and evaluate grant proposals for community learning centers. The agency needs qualified individuals to collaborate with other reviewers to determine a consensus score for each submitted proposal. This initiative ensures a fair, standardized, and expert-led evaluation process for distributing grant funds. The scope of work requires reviewers to participate in a two-hour virtual training session to review the Grant Information Guide, the application, and the scoring rubric. Reviewers must read and individually score each assigned grant proposal using the provided rubric, dedicating an estimated four hours of work per proposal. Additionally, the selected reviewers must participate in a virtual consensus session with other reviewers and attend a final one-hour virtual training to provide reflection and feedback to the agency team. Eligible applicants must be onshore organizations based entirely in the United States. The agency requires all performance of the work to occur offsite. The agency is currently looking for proposals to determine the budget and has not disclosed a pre-set funding limit or specific key dates in the solicitation.
