Legal Enterprise, Contract and Matter Management Systems

The issuing agency is seeking a legal enterprise, contract, and matter management system to enhance its legal operational efficiency, governance, intake, tracking, and control. The agency needs a configurable system that meets the matter tracking needs of litigation, labor, special education, transactional, charter school, policy, compliance, real estate, charter school law, and public records requests practice areas. The system must securely store all data related to agency legal matters and report data at both a high level and through custom, ad hoc reports developed by agency staff. The scope of work requires a system that can create and track per-matter outside counsel costing simulations to understand per-matter costs. The system must securely interface with agency systems, such as SSO and Google, and, on a limited basis, other third-party vendors. The agency requires automated reminders for pre-scheduled events, delays, or missed deadlines, as well as alerts when benchmarks are completed. The platform must track and identify process trends and stall points in agency workflow. The agency has specific operational and document management requirements, including complete platform independence from Microsoft 365 services for core matter and document functionality. Agency staff must be able to easily add, modify, and deactivate data in look-up tables without mandatory vendor intervention. The system must also migrate current data housed in the agency's existing matter management system. For document management, the system must manage and track all electronic documents associated with a particular matter, allowing storage of up to 150 documents per matter and supporting large documents up to 10GB in size. Eligibility is restricted to onshore, USA-only organizations. The performance of the work will take place offsite. The agency is looking for proposals to determine the budget. The agency will hold a pre-bid meeting on June 18, 2026.
